Prior to establishing Public Value Ltd, Steve worked in the public sector for over 35 years and operated at Head of Service, Deputy Director and Strategic Director level for the last 15 years. His senior officer responsibilities included Education, Business Development, Employment and Skills, Learning and Skills, Youth and Connexions services and Commissioning. He has supported elected mayors, leaders and cabinet members with their associated portfolios. Steve Rutland has worked nationally, regionally and sub-regionally in developing strategy and policy to inform economic development, strategic commissioning, education, training and skills.
